Ledyard et Waterford ont rejoint peu de temps apr\u00e8s. La vision du district \u00e9tait de cr\u00e9er un syst\u00e8me de transport en commun unifi\u00e9 pour remplacer le m\u00e9lange de services de bus locaux et r\u00e9gionaux auparavant exploit\u00e9s par des entit\u00e9s ind\u00e9pendantes. En raison de divers retards dans les subventions d&#039;\u00e9quipement et les livraisons de mat\u00e9riel roulant par le gouvernement f\u00e9d\u00e9ral et les \u00c9tats, le district a commenc\u00e9 ses activit\u00e9s en avril 1980, date \u00e0 laquelle il a pris en charge les services fournis \u00e0 New London et \u00e0 Norwich par des op\u00e9rateurs locaux respectifs. SEAT a \u00e9galement mis en place un service de navettage entre Groton et Norwich. Griswold et Stonington ont ensuite rejoint le District. Au cours des deux premi\u00e8res ann\u00e9es de service, SEAT a lou\u00e9 une installation \u00e0 Norwich, tandis que sa nouvelle installation financ\u00e9e par l\u2019\u00c9tat \u00e9tait en construction \u00e0 Preston. SEAT a emm\u00e9nag\u00e9 dans ces locaux en 1982 et continue de servir de <a href=\"https:\/\/equestrian.newenglandwebsites.com\/fr\/rider-info\/seat-administration-office\/\">Installation administrative et de maintenance de SEAT<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Au cours de ses premi\u00e8res ann\u00e9es d\u2019exploitation, SEAT a fourni des navettes r\u00e9serv\u00e9es des villes membres au <a href=\"http:\/\/www.gdeb.com\/\">Bateau \u00e9lectrique<\/a> to support the navy\u2019s build-up in the Reagan years. These shuttles were tied to morning and afternoon shifts at Electric Boat, and in between the shifts, continued operations as local or \u201ccorridor\u201d (regional) service.<\/span><\/p>\n<figure id=\"attachment_4464\" aria-describedby=\"caption-attachment-4464\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4464 size-medium\" src=\"https:\/\/equestrian.newenglandwebsites.com\/wp-content\/uploads\/2018\/12\/799px-Southeast_Area_Transit_9204-a-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><figcaption id=\"caption-attachment-4464\" class=\"wp-caption-text\">1980s SEAT Bus operating Route 108 at New London Union Station in New London.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Les routes de banlieue ont cess\u00e9 leurs activit\u00e9s au milieu des ann\u00e9es 80, les fonds publics n&#039;ayant toujours pas \u00e9t\u00e9 suffisants pour r\u00e9pondre aux besoins de la r\u00e9gion, SEAT s&#039;est efforc\u00e9e de fournir des services de transport en commun \u00e0 la r\u00e9gion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le service actuel de SEAT a chang\u00e9 pour r\u00e9pondre aux besoins de la r\u00e9gion, mais \u00e9galement pour faire face aux contraintes financi\u00e8res. En 2012, SEAT a r\u00e9duit son service en raison de la r\u00e9duction de l&#039;aide au fonctionnement fournie par l&#039;\u00c9tat. Il convient de noter que SEAT, comme tous les districts de transit de la CT, per\u00e7oit environ 70% de ses recettes d&#039;exploitation de l&#039;\u00c9tat et, en tant que tel, doit ajuster ses services en fonction des modifications budg\u00e9taires de l&#039;\u00c9tat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La ville de Norwich a obtenu un financement f\u00e9d\u00e9ral sp\u00e9cial pour la construction d\u2019un r\u00e9seau intermodal <a href=\"https:\/\/equestrian.newenglandwebsites.com\/fr\/rider-info\/norwich-transportation-center\/\">Centre de transport<\/a> 10 Falls Avenue, qui sert de plaque tournante SEAT pour son service Norwich. Pendant plusieurs ann\u00e9es, SEAT a fourni du personnel limit\u00e9 au centre de service \u00e0 la client\u00e8le de l&#039;installation, mais a \u00e9t\u00e9 oblig\u00e9 de fermer ce bureau en raison de la r\u00e9duction des aides d&#039;\u00c9tat. mais l\u2019installation a continu\u00e9 de servir de plaque tournante pour le service Norwich de SEAT. La ville de Norwich a d\u00e9m\u00e9nag\u00e9 son autorit\u00e9 de stationnement \u00e0 cet endroit et a accept\u00e9 de vendre des billets et des laissez-passer SEAT \u00e0 ses bureaux.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En 2015, en collaboration avec le Conseil des gouvernements du sud-est de la CT (SCCOG), SEAT a lanc\u00e9 une vaste \u00e9tude de service (analyse op\u00e9rationnelle globale ou ACO), qui recommandait de nombreuses modifications d&#039;itin\u00e9raire, qui, en raison de contraintes financi\u00e8res, n&#039;ont pas \u00e9t\u00e9 largement mises en \u0153uvre.
